Dash and Dwell was founded in 2017 by affordable housing resident services professionals who saw the need for quality relocation services focused on supporting the comprehensive needs of residents while ensuring relocation compliance of housing developers and owners. It was during one of our own acquisition and rehabilitation projects that we were unsatisfied with the level of customer care shown to our residents that we stepped in to complete the relocation process ourselves. For all our clients, we serve as the primary contact for all resident related relocation concerns and we walk each household through all the transitional phases. Our clients can rest assured that their residents are well cared for and their compliance requirements are met so they can concentrate on their work of developing affordable housing.  

MEET OUR TEAM

The Dash & Dwell team has been selectively curated with seasoned professionals that boast decades of combined experience working on Federally funded affordable housing projects and relocations.

Relocation is a huge project, and Dash and Dwell is equipped to handle it from start to finish. We will address any community concerns about the relocation of households and the demolition of housing units, or reluctance of long-term residents to move, with education, training, and individual assistance. This includes briefing residents, one-on-one meetings to establish comfortability and understanding of special needs for the move, planning the move, arranging temporary housing, facilitating moving company logistics, and finally, efficient return of resident to the renovated unit.

Jennifer Owens

Founder, CEO

In 2017, Jennifer founded Dash and Dwell, LLC out of the need to provide quality relocation services to residents affected by an acquisition and redevelopment of their apartment homes. Jennifer manages all operations for the company. She is focused on ensuring compliance with all federal and state relocation policies for housing owners while supporting the comprehensive needs of residents. For the past 10 years, Jennifer has served as Vice President of Resident Services for Columbia Residential, a real estate development and management company focused on providing quality affordable housing to low- and moderate-income families and seniors. She manages all supportive services delivered to residents for the company to ensure residents remain stable in their housing. Under Jennifer’s leadership, Columbia Residential earned the Certified Organization for Resident Engagement & Services (CORES) Certification recognizing the company’s robust commitment, capacity, and competency in providing resident services coordination in affordable rental homes. In 2022, Jennifer founded Core Connect, Inc., a non-profit organization focused on supporting the resident services initiatives for the company. Jennifer is a graduate of the University of New Hampshire and holds a Master of Social Work from Georgia State University. She has over 20 years of experience in community organizing including her service as a United States Peace Corps Volunteer in Ecuador. Jennifer is recognized as one of Urban Land Institute Atlanta’s Women’s Leadership Initiative (WLI) ‘The Leaders’ 2021. Jennifer serves on the board of the DeKalb County Continuum of Care.

Garret Colbert

Relocation Project Manager

As Relocation Project Manager, Garrett Colbert oversees the delivery of relocation advisory services at affordable housing communities undergoing rehabilitation. In this role, Garrett also ensures all federal and state relocation policies and procedures under the Department of Housing and Urban Development (HUD) regulations. Garrett joined the Columbia Residential family as a Resident Services Coordinator before becoming the first Relocation Consultant hired for Dash and Dwell. Garrett has over 20 years of management experience and is passionate about developing processes and the implementation of training structure. Garrett, is originally from Macon, Ga., but grew up in Decatur, Ga. He holds a Bachelor of Fine Arts Degree in Fashion Design and a master’s degree in Business Administration from the University of Phoenix.

Phillip West

Relocation Project Manager

With nearly three years’ experience as a Relocation Project Manager for Dash & Dwell, Phillip West encompasses a comprehensive understanding of HUD program regulations for property acquisition, uniform relocation (URA) program requirements, and project management facilitation. Prior to joining the Dash & Dwell team, Phillip’s dedication to task-oriented work began with The Cousins Foundation, where he served as the Chaplin for the Villages of East Lake Community. He then broadened his project management skills as a Health Advocate for East Lake Healthy Connections, and The East Lake Foundation. As a graduate of Kean University and three-year scholar of Interdenominational Theological Center, West combines his communication and technical skills to ensure efficient project completion. Outside of the office, Phillip is an avid sports fan, and a family man who expresses love for his wife, children, and The New York Jets.

Relocation Consultant

Tracey is a Relocation Consultant for Dash and Dwell, LLC, establishing and managing resident relations for property owners undergoing redevelopment. Tracey is a Licensed Master Social Worker (LMSW), who earned her Master of Social Work from Georgia State University. She leverages her background in social work to build genuine rapport with residents. Before her position with Dash and Dwell, Tracey worked as a Resident Service Coordinator for Columbia Residential. In that role, she provided supportive services to seniors and young disabled residents to help strengthen their quality of life. As a coordinator, she also partnered with various organizations within the community to foster community relations and enhance resident engagement. Tracey’s analytical mindset and approach to meeting residents where they are allows for a smooth experience for residents undergoing relocation. Recently, she has worked on the Hightower Manor Highrise and Columbia Village relocation projects. Hightower Manor Highrise involved assisting seniors to locate housing off-site as well as mentally preparing them for the 12–15-month transition. At Columbia Village, Tracey was tasked with preparing families to move roughly for two months on-site to a temporary unit until their specific unit was remodeled.
