Cosby Spear High-Rise

Cosby Spear High-Rise is a two-tower, 282-apartment community in Midtown Atlanta serving seniors and younger adults with disabilities. Atlanta Housing and Columbia Residential are redeveloping the property through HUD’s Rental Assistance Demonstration (RAD), converting public housing to long-term Section 8 (PBRA/PBV) while completing comprehensive renovations. Because each tower will be offline for 18–24 months, residents are being temporarily relocated with full right to return; Dash & Dwell manages end-to-end, RAD/URA-compliant relocation (planning, packing, moves, utilities, accommodations, and case tracking). Tower One targets completion in July 2026 and Tower Two in January 2027, preserving deeply affordable, modernized homes in a rapidly growing neighborhood.
